I would say so, yes. Calla has a best friend named Bryn; they don't agree on everything, but Bryn is portrayed in a positive light herself. (She's one of Calla's subordinates in the pack hierarchy, and is smart and loyal, two very important virtues in that context.) In some ways she acts as a foil for Calla, but she's never unsympathetic.
There is another female character who at first seems to be falling into the 'unnecessarily bitchy' category, but you find out later that there are more complex things going on with her than just that.
The focus is on Calla and the two guys in the love triangle, but the book doesn't treat the other female characters badly.
